I saw your post many days ago, but I couldn't reply to you because my subscription here was not validated yet...
I don't know all French magazines, but I can first name two where you can find articles of artists who explain their technique. These two magazines are not specialized in oil or portraits, but there is interesting information for artists of all levels, that can be inspiring too. Both are rather interesting depending on what you are looking for. These are:

There is a third one with tutorials. I have a feeling that it is mostly aimed at beginners or intermediate level readers, but I honestly can't tell. As I was searching the web, I read that this month's issue is a special one about portraits!
